First, let's talk about the structure of the manual coffee grinder.
The manual coffee grinder is simple and easy to be dismantled. All parts serve the key conical burrs inside the stainless steel cylinder. The burrs are all conical burrs. The material of the burr is ceramic or metal. I will show you by picture.

So you can easily understand the inside structure and how it works. And I think this will make easier for you to figure out how to clean the grinds inside.
Why the grinds will be stored inside?
We know that there is oil inside the coffee beans. Every time we use the grinder, the oily powder will accumulate inside some gaps and won't get out forever. The grinds not only hide in the gaps but also the walls of container and hopper.
Some think the static makes the powder stick inside. This is not accurate. The static really will make the powder stick together and stick to the grinders. But maybe after minutes, the static will disappear eventually. The grinds will recover to freedom after that. So the static is not a problem we need concern about when cleaning.
Cleaning methods:
1. Soapy water to clean grinds
Wash away the residue powder in the hopper and container which is easy to clean
Prepare the soapy water and put inside a basin
Dismantle the whole manual grinder which is very easy
Put all parts inside the soapy water and brush every gap
Pour the soapy water and make new if necessary until it's all cleaned thoroughly without black color release again.
Clean all parts with clean water to get rid of all soapy water
Dry them by sunshine or electric hairdryer
Assemble them
Cleaning result: this is a method that can cleanse the grinder very well.
Caution:
Don't miss any parts when assembling again, cleaning, disassembling.
Must clean all the soapy water because it's not healthy if eaten.
Remark:
Any other material that can be used to clean oil is OK as a substitute for rice.
For example, shampoo, liquid detergent, etc.
2. Rice cleaning to clean grinds
Put the rice into the hopper and grind for several minutes
Collect the flour in the container
Disassemble the manual grinder which is easy
Put the flour on the parts which contain lots of residues and then rub for a while
Brush the flour away which is a bit black color.
Wash all parts with water until it's cleaned totally
Dry them by sunshine or electric hairdryer
Assemble them
Cleaning result: this is a method that can cleanse the grinder roughly. Because the flour maybe can't take all the stubborn oily powder.
Caution:
Don't miss any parts when assembling again, cleaning, disassembling
Remark:
Any other material which is dry, safe and oil-free can be used as a substitute for rice.
For example, salt, sugar, wheat.
3. Brush and vacuum cleaner to clean grinds
Use a brush to clean the obvious stain and suck them with a vacuum cleaner
Disassemble the manual grinder
Brush all parts with a brush or cloth
Hold the parts tightly and suck with the vacuum cleaner
Brush all parts with a brush or cloth
Put them together
Cleaning result: this is a method that can only cleanse obvious stain. Can't do anything with the really sticky residue.
Caution:
Don't miss any parts when assembling again, cleaning, disassembling
Hold tightly when the vacuum cleaner is working
